This is really a very simple garter. To make it you will need:
1 piece of cream satin ribbon as long as the circumference of your thigh plus 1/2. 1 roll of 1/2″ blue velvet ribbon 1 1/4″ elastic piece that is comfortably tight around your thigh Thread to match the velvet ribbon.
First, cut your ribbon to the desired length, if you go longer you will get more ruffles, if you go shorter you will get fewer ruffles. Also, the width of the ribbon isn’t really important as long as the elastic is more narrow than the velvet.
You will start out by sewing the velvet in the center of the larger ribbon. The velvet will be our casing for the elastic, so leave the ends open so it can slide through. I hand sewed it and I used tiny stitches in the front and long stitches in the back. If you are using velvet you will want to sew on the very edge of the ribbon where there is a slight border so the stitching is less visible. The next step is sliding the elastic through the casing. You will simply place a small safety pin on one end of the elastic and use it like a needle to pull it through the casing. Most importantly, hold on to both ends of the elastic and don’t let it slip inside the casing or you will have to re-do it.
After you have the elastic through. Sew the ends together. Then fold the garter right sides together. Sew as seam about a quarter inc from the end. Flip over, the garter part is done! Now for the bow:

Once you have finished your bow you need to sew it to your garter. It does not take very many stitcher to make it secure. Place the blow on the exact opposite side of the garter from the seam. Very carefully make tiny stitches threw only the bottom two layers of the bow into the garter. You do not nee to sew the whole length of the bow down. Just makes sure the center is secure. Once you feel like it’s strong enough and looks right, you’re done. You have created your very own garter!
