Okay, considering I think this is a very neat and different choice and the lady has yet to post a tutorial, I thought I would give my advice on how I would do it.

First take buy some sheet metal at the hardware store and have them cut it for you there.  Print out the colored picture and the black and white picture from a place like FedEx Kinkos.  The black and white photo looks different because it has all the names of people and their table seating.  You can do this in word.  Draw a grid on top of each picture before sending it to the printer.  Glue the colored paper to the metal.  Cut the black in white picture along the grid lines.   Take magetic tape which is sticky on one side and stick it to each peice of the black and while photo.  Finally place them on the colored photo and frame it if desired.
